Gloucester and Churchdown fill in two ways. During the week it is hospital staff, contractors, and people working at GCHQ and businesses along the M5. At weekends and in event weeks it is the cathedral, the docks, rugby at Kingsholm and racing at Cheltenham. A well-run short let can take both.

Gloucestershire Royal and Cheltenham General
Gloucestershire Hospitals NHS Foundation Trust has around 9,000 staff and runs two large hospitals. Gloucestershire Royal, on Great Western Road, is where the county’s urgent and emergency care is focused, and Cheltenham General houses the oncology service.
GCHQ and Golden Valley
GCHQ’s headquarters, the Doughnut at Benhall in Cheltenham, has been its main base since 2003. Next door, the Golden Valley development is planned to bring about 1,100 homes and space for around 7,500 jobs, built around Cyber Central UK.
Cheltenham Racecourse
The Festival runs from 16 to 19 March 2027, and the racecourse holds eight meetings between October and April.
The cathedral and the docks
Christians have worshipped on the cathedral site without a break since 678–9 AD. The docks are England’s most inland port, home to museums and Gloucester Quays, and turn 200 in 2027 with a six-month programme of events and the Tall Ships festival.

Council tax in Gloucester and Churchdown
Gloucester City Council and Tewkesbury Borough Council, which covers Churchdown, have both charged a 100% premium since 1 April 2025 on furnished homes that are nobody’s main home, so the bill is doubled. A few exceptions apply, such as job-related homes. A short let that qualifies for business rates pays those instead.
Planning in Gloucester and Churchdown
Neither council has a planning rule aimed at short lets. Gloucester’s Article 4 directions protect the look of homes in St Michael’s Square and part of the Southgate Street conservation area, and a new direction from 3 March 2027 covers small HMOs in six city wards, not short lets. Tewkesbury Borough’s directions are tied to conservation areas. We check each property before it goes live.
Rules across England
England's short-let register is due by March 2027, a home let for at least 70 nights a year (and available for 140) pays business rates instead of council tax, and the furnished holiday lettings tax regime ended in April 2025. Read our guide to the rules
