Southampton City Council has charged an additional 100% premium on second homes since 1 April 2025, and says this includes Airbnb-style short lets. The premium still applies while the Valuation Office decides a business-rates application.
A city-wide Article 4 direction from 2012 covers turning family homes into HMOs for three to six sharers. It is not a short-let rule, and we found no short-let licensing.
